Rules of Safety for Little
League Baseball
1.08 ON DECK
On deck is not permitted . No player shall handle a bat until it¹s
time for their at bat. Only the first batter of each half inning is
permitted outside the dugout between half innings. Majors or below.
1.10 BATTING DONUT
The traditional batting donut is not permissible. All levels.
1.11 SHOES AND JEWELRY
(h) Shoes with metal spikes are not permitted in majors or below.
(j) Players must not wear watches, rings, pins, jewelry or other metallic
items. Exception medic alert information. All levels.
1.17 CATCHERS EQUIPMENT
All male players must wear athletic supporters. Male catchers must wear
a cup and long model chest protector in majors or below. All catchers
must wear a mask, ³dangling² type throat protector and catchers
helmet during infield/outfield practice, pitcher warm up and games.
Skull caps are not allowed. All levels
3.10 FIELD CONDITION
The managers of both teams shall agree on the fitness of the playing
field before the game starts.
3.15 PERSONS ALLOWED ON THE FIELD
No person shall be allowed on the playing field except players, managers,
coaches, umpires and authorized news photographers.
7.08 SLIDE OR AVOID
(a) Any player is out when the runner does not attempt to slide or attempt
to get around a fielder who has the ball and is waiting to make the
tag. All levels
7.11 VACATE SPACE
The players, coaches or any member of the offensive team shall vacate
any space needed by a fielder attempting to field a batted or thrown
ball.
HEAD FIRST SLIDE
Except when returning to a base head first slides are not permitted.

XIV FIELD DECORUM (B)
All players shall be on their benches, in their dugouts or in the bull
pen when the team is at bat. On defense all reserve players shall be
on their benches or in the bull pen.
3.02 DAMAGING THE BALL
No player shall intentionally discolor or damage the baseball by rubbing
it with soil, rosin, wax, sandpaper or any foreign substance.
3.04 COURTESY RUNNER-
Not permitted.
3.09 PITCHER WARMUPS
Managers or Coaches must not warm up a pitcher at home plate, bull pen,
or anywhere else at any time
4.01 PRE GAME MEETING
Umpires shall proceed to home plate and be met by the mangers of each
team.
(a) Home team gives the line up to the UIC.
(b) Visitor team gives the line up to he UIC.
(c) UIC verifies all copies are the same and gives the opposing teams
their copy.
(d) Once the home teams copy is given to the UIC, the umpires are in
charge of the playing field.
4.16 NINE PLAYER RULE
A game cannot start without nine players on each team. Note- A game
cannot be continued without nine players on each team.
5.10 OFFENSIVE TIME OUT
Only one offensive time out, for the purpose of a visit or a conference
each inning.
7.14 PINCH RUNNER RULE
Once each inning a player who has not appeared in the batting order
may be used as a special pinch runner for any offensive player.
8.06 PITCHER TIME OUTS
(a) A coach may visit a pitcher twice in one inning. Third time out
the pitcher has to be removed.
(b) A coach may visit a pitcher three times in a game. Fourth he has
to be removed.
(c) A manager or a coach may not confer with any other defensive player
except the catcher.
9.01c Each umpire has the authority to rule on any point not specifically
covered in these rules.
9.02a Any umpires decision which involves judgment is final.
